Animal rights constitute an integral part of human rights. The right to the environment, which is secured by the "Everyone has the right to live in a healthy, balanced environment" statement in Article 56 of the Constitution, includes the animals in its nature. Hence, protection of animals with animal rights will protect the balance in nature, and a nature with protected balance will ensure the protection of human health and rights.
Unfortunately, the relationship between human beings and animals consisted of economic concerns despite this fact. However, the problem of all kinds of living things is a problem related to human life. Accordingly, human beings, who strive to reach material expectations and dominate nature, destroy animals in this struggle. As in the statement by Protagoras that "Human is the measure of everything", the problem of animal rights experienced in a world where people look from their own perspective, is not related to nature; it is directly related to human beings themselves.
Despite the fact that the Animal Protection Law No. 5199 came into force in our country in 2004, it does not define animals as holders of rights. In the Turkish Penal Code No. 5237, animals are considered as "a property belonging to human beings". However, animals were accepted and defined as "sensitive assets", not objects with the Lisbon Treaty signed in 2007. The ever-increasing amount of news about violence against animals in our country creates the need for an implementation that will enable animals to be defined as “sensitive beings” in Turkey.
